Every secret deal in the city eventually reaches your desk. Piece together the whispers, expose the illicit bargains, and decide which charters deserve your seal and which must be denied.

How To Play

Use any information at your disposal to uncover the illegal deal. Each deal has a unique combination of people, goods, locations, and other details. Connect matching clues across documents, rule out impossible combinations, and decide which charters belong to the same deal.

• If one charter says Lady Voss purchased Salt, and another says Salt was transported by ship, then both charters describe the same deal.
  
• If Lady Voss appears in one deal, she cannot appear in any other deal. Any charter mentioning her belongs to that same deal.
• If Salt is already known to belong to Lady Voss's deal, then any charter mentioning Salt must also belong to that deal.
• If a charter says the ship arrived at Black Wharf, and you already know the Salt was transported by ship, then Black Wharf is also part of the Salt deal.
If one charter mentions Lady Voss purchased Salt and another mentions Salt was transported by ship, you now have 3 charters associated with that deal.
• If you know there are 3 charters describing the illegal deal and you have already connected 3 charters together, determining whether that deal is illegal also determines the status of all 3.
• If a confirmed legal deal involves Black Wharf, then any charter mentioning Black Wharf must belong to that legal deal and cannot describe the illegal one.
  
• Sometimes the connection takes several steps: Lady Voss → Salt → Ship → Black Wharf. Following that chain lets you group documents that never mention the same person directly.
• You can also reason by exclusion. If a charter can only belong to one remaining deal because its other details are already accounted for elsewhere, that charter must belong to that deal.
